Poll rolls revision drive kicks off in Goa today

The Special Intensive Revision (SIR) of electoral rolls in Goa is set to kick off with a month-long house-to-house enumeration phase from Tuesday. The coastal State has got around 11.85 lakh eligible voters as on date.

The SIR, will also commence in eight other States and three Union territories.

The last intensive revision for Goa was conducted by the Commission in the year 2002, when the total voters were around 9.27 lakhs.

Dubbed ‘SIR 2.0’, this sweeping exercise will culminate with the publication of final electoral rolls on February 7, 2026, before which on December 9, the draft roll will be published for necessary corrections.

Unlike routine voter list updates, SIR 2.0 is a ground-level operation designed to weed out duplication and errors from India’s massive voter database. It involves door-to-door verification to ensure only eligible voters remain on the rolls while deceased, migrated, or duplicate entries are struck off. In essence, it’s a democratic spring-cleaning exercise.

“The objective of an intensive revision is to ensure that the names of all eligible citizens are included in the Electoral Roll (ER) so as to enable them to exercise their franchise, no ineligible voter is included in the electoral rolls and also to introduce complete transparency in the process of addition or deletion of electors in the electoral rolls,” the Chief Electoral Office said in the statement.

“The last intensive revision for Goa was conducted by the Commission in the year 2002. Various reasons such as rapid urbanization, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths and inclusion of the names of foreign illegal immigrants have necessitated the conduct of an intensive revision so as to ensure integrity and preparation of error-free electoral rolls,” CEO said.

As per the schedule, the applicants can file their claims and objections from December 9 to January 8, 2026 while the notice phase including issuance, hearing and verification, will be done till January 31.

Chief Electoral Officer Sanjay Goel, chaired the special review meeting with regards to preparation and guided all concerned officials to cooperate and act accordingly to complete the process of SIR effectively.

The State Level Help Desk at the helpline 1950 will be operational 24x7 during Special Intensive Revision, 2026, on all the days.

The Booth Level Officers (BLOs) will be conducting house-to-house enumeration for verification during the process of this intensive revision. “CEO/DEOs/EROs/BLOs have been directed to take care that genuine electors, particularly old, sick, Persons with Disabilities (PwD), poor and other vulnerable groups are not harassed and are facilitated to the extent possible, including through deployment of volunteers,” it said.

The CEO said that to ensure complete transparency, it would be necessary that the documents on the basis of which ERO is arrived at the satisfaction of being a voter, are also uploaded in ECINET as the current level of technology enables so. However, these documents shall be accessible to authorized election officials only keeping in view the privacy issues.

The CEO said that in case of any claims and objections raised by any political party or an elector, the AERO would inquire into the same before EROs satisfaction is arrived at. Under Section 24 of the Act, an appeal against the order of ERO can also be made to the District Magistrate and the Chief Electoral Officer.
