"We could consult departments such as Town and Country Planning, Transport, and Planning and Development Authorities before arriving at a decision. The government will work on a mechanism to guide panchayats, perhaps by framing norms based on carrying capacity or village population, to determine what permissions can or cannot be granted."

"Why is the department allowing large-scale conversions of paddy fields and orchards? People fear their lands are being alienated, as outsiders buy second homes. Conversions and mega housing projects are straining villages, roads, and basic utilities. No scientific assessment has ever been done to gauge Goa’s carrying capacity. The TCP Act was meant to ensure planned growth, not unregulated expansion. There must be a freeze on large residential colonies in villages."

"Villages are bearing the brunt of unrestrained development. The government must take responsibility by commissioning carrying capacity studies before permitting further projects. Unchecked urbanisation is altering the demographic and cultural fabric of rural Goa. Multi-dwelling projects are approved despite shortages of water and electricity. Panchayats must have the authority to reject projects if the local population opposes them."

"The transport department has overlooked the impact of rising vehicular traffic in villages. The influx is placing immense pressure on local resources, which is why a proper carrying capacity study is essential. Many panchayats lack even the most basic facilities, from wet waste treatment to sanitary waste management. Yet, the TCP continues to sanction construction licences without evaluating whether the area can sustain such projects."
