MLA seeks Assembly discussion on Justice Ferdino's 10-pt charter

Aam Aadmi Party (AAP) MLA Venzy Viegas has submitted a notice to the Goa Legislative Assembly Speaker Ganesh Gaonkar seeking a half-hour discussion on the 10-Point Charter of Justice articulated by former Chief Justice of Allahabad High Court, Justice Ferdino Rebello, citing its relevance to governance and the justice delivery system in the State.

In his notice under Rule 61 of the Rules of Procedure and Conduct of Business, Viegas stated that the issue is of urgent public importance in the backdrop of increasing public concern over delays in justice delivery, protection of fundamental rights, transparency in administration and adherence to constitutional morality.

The MLA pointed out that the principles enunciated in the Charter have a direct bearing on public administration and the rule of law in Goa, and warrant a considered response from the government.

He has requested the Speaker to direct the concerned Minister to make a statement and respond to the points that would be raised during the proposed half-hour discussion in the House.

Key demands include the withdrawal of a controversial Town and Country Planning circular dated September 6, 2023 that allowed construction on sloping land, scrapping of Sections 17(2) and 39A of the TCP Act, which allow arbitrary planning decisions, removal of off shore casinos from River Mandovi, CRZ violations, etc.
