Is Iran a threat to Israel or is it vice versa?

It is known and an open secret that Israel has nuclear weapons, though they have never conducted a nuclear test. In fact, it is also known that France first aided Israel in developing a nuclear device and that Israel possesses about 90 plutonium based nuclear warheads, according to sources. It is also believed that Iran began its nuclear enrichment programme aided by Pakistani nuclear scientist A Q Khan sometime in the 1980s and 1990s and till date has managed to enrich uranium up to 60% and has only 440.9 kilograms of enriched uranium which has still to be enriched up to at least 90% to have a few nuclear bombs. Considering these facts, is Iran a threat to Israel or is Israel a threat to Iran? Does now it mean that with the sanctions imposed on Iran due to its prolonged nuclear programme as well as at least $ 12 billion frozen as nuclear assets that there is no level playing field for Iran and that they may for their protection be allowed to develop nuclear bombs as a sovereign republic under the threat of the United States?
