177 out of 191 Goa's Village Panchayats declared 'Sankalp defaulters' by Centre; i.e.as non-compliant for failing to upload mandatory Gram Sabha records and development planning details on the Panchayat Nirnay Portal; raising concerns of transparency and digital governance at the village level. My direct question to Goa's Chief Minister Pramod Sawant; is this not the major fault of the Panchayat Minister Mauvin Godinho? Needless to say his other major ministry i.e. the Transport Ministry is also a major hub of incompetence. Why is the Chief Minister not replacing this incompetent minister with a more competent minister?
