Enact RPG21 for five Goan coastal villages

As present,TCP should make  the Regional Plan 2021 (RPG-21) applicable  for the villages of  Arpora, Nagoa, Parra, Candolim, and Calangute, as it was the enforced regional plan for these areas. Execute RP 2021 norms to issue zoning certificates, re- construction approvals, technical orders, completion orders, etc. to the public, considering merits of the High Court order. The RPG-21 aims to protect natural cover and includes zones like "Natural Cover" to prevent development pressures in ecologically sensitive areas. Recent events, including a High Court order and allegations of arbitrary land conversion, highlight the challenges in implementing the regional plan for these specific villages.  The Regional Plan 2021 (RPG-21) is the relevant regional plan for the specified villages, according to the TCP department. Implement it lawfully.  RPG-21 introduced new classifications, such as the "Natural Cover" zone, to preserve the green cover and protect these areas from development. Recently, the High Court ordered Outline Development Plans (ODPs) for these five villages, have brought to light issues in urban planning and implementation. There have been long-standing allegations of arbitrary land conversions and procedural violations in the implementation of plans like the RPG-21.
