The Act is to consolidate and amend the law relating to the Co-operative  Societies in the State of Goa. Whereas with a view to providing for the  orderly development of the co-operative societies as people’s  institutions based on self-help and mutual aid in the State of Goa, in  accordance with the Co-operative principles, it is expedient to  consolidate and amend the law relating to Co-operative Societies in the  State. It is hereby enacted in the Fifty-second Year of the Republic of  India as follows. There are various chapters under which the Act is defined and described.  The Goa Cooperative Societies Act extends to the whole of the State of  Goa. It defines Agricultural Marketing Society as a society the object  of which is the marketing of agricultural produce and the supply of  implements and other requisites for agricultural production and a  society of which not less than three-fourth of the members are  agriculturists, or societies formed by agriculturists. Agricultural  Service Co-operative Society means an agricultural cooperative society,  the primary object of which is to render assistance, financial or  otherwise to farmers, rural artisans and agricultural labourers. It  defines Apex Cooperative Bank as a federal cooperative bank having  jurisdiction over the whole of the State of Goa and recognised as such  by the State Government for the purpose. It defines Apex Society as a  society, the area of operation of which extends to the whole of the  State of Goa, and the main object of which is to promote the principal  objects of the societies affiliated to it as members and provide for the  facilities and services to them and which has been classified as an  apex society by the Registrar. 

The Government appoints a person as  Registrar or Cooperative Societies for the State and appoints one or  more persons to assist such Registrar.
