Governor P S Sreedharan Pillai's speech on Thursday, on the opening day of the Winter session of the Goa Legislative Assembly, was steeped in celebratory rhetoric and grand achievements of the State government, but ignored the critical issues plaguing the state, besides failing to outline a roadmap for the year ahead. There is no denying that the State has achieved substantially in terms of infrastructure and welfare of various sections of people, however as Goa navigates its path towards development, it is essential that the government not only touts its successes but also confronts the pressing challenges head-on, especially those that affect the daily lives of its citizens.
The highlights of the Governor's address included infrastructure development, social welfare schemes, various policies and tourism initiatives. Yet, amidst this catalogue of accomplishments, the glaring absence of discussion on significant crises, such as the vexed Mhadei water dispute, the deteriorating fiscal situation, joblessness and the decline in agriculture, stands out. The Mhadei dispute, a long-standing and contentious issue, directly impacts the water supply and agricultural viability in the state. Add to this the growing restlessness over Karnataka resuming work on the diversion project. Not finding a single mention despite the hue and cry over what is often labelled as the "lifeline of Goa" speaks poorly about the priorities.
Furthermore, the State's fiscal situation warrants urgent attention. The speech provided no insight into how the government plans to navigate economic challenges posed by rising debts or how it plans to diversify the state's economy beyond tourism. In light of the pandemic's toll on fiscal stability, this lack of clarity raises concerns about the long-term financial sustainability of the state. Agriculture, once the backbone of Goa's economy, is in decline, grappling with climate challenges and a lack of support for local farmers. The Governor's mention of initiatives promoting organic farming and compensation for crop losses was overshadowed by pressing issues such as the plight of farmers impacted by drought or changing weather patterns, which received scant attention. While acknowledging the importance of agricultural innovation, the government must also address the immediate needs of farmers struggling to sustain their livelihoods.
Tourism, which the speech lauded for its recovery with a 21% growth in arrivals, is facing its challenges. The speech failed to mention the need for sustainable tourism practices, necessary infrastructure improvements, or the adverse effects of mass tourism on the local environment and communities. With the future of Goa's tourism hingeing on how responsibly the state manages growth, these considerations are not mere afterthoughts but crucial parameters for sustainable development.
Equally surprising was the absence of future-oriented planning. Goa deserves clarity about what lies ahead, especially as it gears toward its envisioned “Viksit Bharat, Viksit Goa” by 2047. The Governor’s address fell short of offering a strategic vision or articulating plans to address the multifaceted challenges that the state faces, leaving the citizens without a clear sense of direction.
While the government's emphasis on achievements and various schemes is understandable, such a portrayal mustn't come at the cost of ignoring critical issues that require immediate and focused attention. A government must balance its accomplishments with an honest assessment of its challenges. Without this, the narrative of progress becomes one-sided and hollow, and the dreams of a vibrant Goa appear doubtful. The government must embody a more inclusive approach that prioritizes deep-rooted problems while planning for a sustainable and prosperous future.
