Rumdamol Panchayat member Vinayak Volvoikar’s novel protest by dumping garbage in the chamber of Sarpanch Mubeena Fanibandh has landed him in trouble.
Acting on a complaint lodged by the Sarpanch, the Maina Curtorim police has registered FIR under section 332(C), 270, 271 of BNS, Section 3(2) of Goa non- Biodegradable (Control) Act, 1996, and section 2 of Prevention of Damage to Public Property Act, 1984.
That’s not all. The police has sent a notice to Volvoikar under Section (3) of section 35 of BNSS to appear before the Investigating officer on August 1 at 10 am at the Maina Curtorim police in order to ascertain the facts and circumstances of the case.
The notice states that failure to attend/comply with the terms of this Notice can render the Panchayat member liable for arrest under Section 35(3) (4) and (5) of BNSS.
The notice has directed Volvoikar to comply with a host of directions including the direction that he will not will not commit any offence in future, that he will not tamper with the evidences in the case in any manner whatsoever and will not make any threat, inducement, or promise to any person acquainted with the fact of the case so as to dissuade him from disclosing, such facts to the court or to the police officer.
The notice has further directed the panch member to appear before the Court as and when required/directed and join the investigation of the case as and when required and will cooperate in the investigation.
In the meantime, the Maina Curtorim police has written a letter to the Secretary, Village Panchayat of Rumdamol with a request to provide the CCTV footage of the garbage dumping incident. The police request has come after investigations has revealed that the whole incident of dumping of garbage in the office premises of Rumdamol panchayat by the accused persons was recorded in the CCTV footbage.
