In a recent IPB board meeting, the State government had proposed its version of the Goa Logistics Policy which was discussed. The industry bodies were asked to give their suggestions on the same. Goa Chamber of Commerce & Industry (GCCI) submitted the draft Goa Logistics Policy 2023 based on the National Logistics Policy to the government.Stating that Gujarat, Maharashtra, Odisha etc have already notified their logistics policy on the line of the National Logistics Policy 2022, GCCI projected ‘Goa’, as the multi-modal logistics hub. The state-led vision and mission statement of establishing ‘Goa’, as Ek Bharat - Shreshtha Bharat ka ‘Vishwa Kendra’ (Goa - India’s global centre for trade via multi-modal logistic hub development), is the baseline to formulate the policy.
This policy entails detailed objectives, direct and indirect benefits of creating the logistics hub in Goa, dedicated to the western region of India including Gujarat, Karnataka and Maharashtra. This gives the State a unique opportunity to become the link between Northern and Southern India while also putting Goa, on the global map of supply chain and logistics. Goa will reap the benefits in terms of income generation, foreign investments, foreign exchange, employment creation, entrepreneurship & skill development, knowledge transfer, industrial up-gradation and trade markets.
GCCI suggested that the creation of a robust policy document called the ‘Goa State Logistics Policy 2023, GSLP’ will envision the aim of developing Goa - as a multi-modal logistics hub of the western coast of India. It also stressed the need to have a State governing body such as a ‘Goa State Authority on Logistics Development to implement state-led vision statement of establishing Goa as India’s Global Centre for Trade via multi-modal logistic hub development with the department of Industries as the nodal agency.
GCCI appealed to have an empowered committee on GSLP 2023 called the ‘Goa State Logistics Consultation Cell' for regularly meeting and discussing the policy formulation/modification, progress of Implementation.
GCCI suggested to have a harbour mobile crane at the Mormugao port which is under breakdown since 2020 and also the need to repair the road connecting Goa and Karnataka via Chorla Ghat.
GCCI felt that the State must also strongly pursue the matter with Karnataka on this issue stressing that the traffic in the Chorla ghat will increase tremendously due to Mopa airport and 90% of vegetables, other food items are brought from Belgaum, and other surrounding areas to Goa on a daily basis.
