The Goa government on Friday took concrete steps to give effect to the move to grant 10 per cent reservation in government jobs to the Economically Weaker Sections (EWS) among forward castes (general category).
An office memorandum issued by Director of Social Welfare Parag Nagarsekar issued directions to heads of all government departments to prepare the ground work to implement the 10 per cent quota for the EWS among that forward caste sections.
Nagarsekar, who is also the ex-officio joint secretary for social welfare, asked all heads of departments to modify the existing reservation parameters to include the 10 per cent reservation in jobs for the EWS.
Heads of the State’s autonomous bodies, public sector undertakings including all the State-owned corporations and educational institutions have also been issued similar instructions through the same office memorandum.
The 10 per cent job quota for EWS among forward castes was adopted by the Centre in January last for all Central departments, public sector undertakings and educational institutions.
It was adopted by the Goa government at the first meeting of the Pramod Sawant-led Cabinet held earlier this month.
Attaching a copy of the office memorandum issued by the Union Ministry of Personnel, Public Grievances and Pensions, Nagarsekar said: “It is therefore enjoined upon all
the concerned departments and educational institutions to give appropriate effect to the aforesaid Office Memorandum, and to modify existing parameters in respect of reservation for the Economically Weaker Sections (EWS).”
Hitherto apart from Scheduled Castes and Scheduled Tribe communities, Goa’s Kharvi (fishing) and Bhandari communities which are categorised as Other Backward Classes (OBCs) were listed among the reserved categories.
Friday’s memorandum will now accommodate the economically weak among the forward Kshatriya (Maratha) and Brahmin castes also in the reserved category with 10 per cent quota. The Goa Cabinet has fixed a maximum of Rs 8 lakh annual family income as the benchmark to determine whether an applicant will qualify to claim reservation under this 10 per cent EWS quota.
