The Goa government on Thursday filed before the Bombay High Court at Goa its action plan to ensure that there is no repeat of the events that happened at Sunburn last year, wherein, different authorities kept blaming each other for failing to act against higher than permissible sound levels outside the venue.
Speaking to the media, Advocate General Devidas Pangam said that they have set up a central sound monitoring committee and sub-committee that will be empowered to act in case the levels increase beyond permissible level outside the venue.
“There is going to be a sub-committee consisting of the circle inspector, the PSI (police sub inspector) and the official of the pollution board who are going to be there, at three places in this venue called Sunburn. Then there is going to be one more committee which will be called as the central sound monitoring committee, which will consist of the additional collector and in case there is any breach or violation in the decibel level, then these committees will take action,” Adv Pangam said.
“The action plan specifies the committees that are going to be there at the site who are going to monitor, what action will be taken, how they are going to coordinate, all that is specified in that action plan. The organisers will be given ten minutes time to control the sound pollution if it crosses a particular decibel level. And if within 10 minutes they are not able to control it, then it is going to be stopped. This is the strict mechanism which is provided for in this action plan,” the Advocate General said.
The government has also told the High Court that the State is not going to permit this particular festival on 31st (of December) and we have told the HC that it will be permitted only up to 10 pm.
Earlier Sunburn organisers submitted before the Court an affidavit listing out measures they intend to take to ensure that sound does not travel outside the venue.
