PANAJI: Thousands of youth aspiring for government jobs have every reason to welcome the arrival of Chief Minister Manohar Parrikar after his treatment in the USA, with the high-level committee headed by the chief minister on Thursday approving about 400 posts in various government departments.
This move could kick-start the process of approving other posts in the government, as many departments were yet to submit their job proposals for approval by the CM-led high-level committee. Around 5,000 posts are expected to be created and approved by the government within the next few months.
About 400 posts in the police, prosecution and other departments have been given approval, and advertisements inviting candidates to apply to these posts are likely to be released by department concerned shortly.
Following Parrikar's absence for over three months, job proposals in various government departments were left pending and this had caused considerable anxiety among the job-seekers.
This is the high-level committee's second decision ever since it was formed to approve posts for recruitment. The high-level committee had earlier been convened before Parrikar had left for the USA and around 1,200 posts were approved at that time.
This involvement of the high-level committee in approving government posts has replaced the previous practice of presenting job proposals before the cabinet for approval.
The government had decided on a two-layered committee to scrutinise and approve recruitments in the government.
A sub-committee comprising three officers from the civil services was formed to scrutinise if the jobs were really needed by the departments concerned.
According to the new procedure, all departments are expected to send in their proposals for different vacancies and the sub-committee evaluates if the jobs are necessary.
The sub-committee then decides on which posts are permanently required and which posts may be filled by outsourcing or on contract. Proposals by this committee are then submitted to a high-level committee comprising two IAS officers and headed by chief minister, before a final approval is given to the job vacancies.
Over 10,000 posts are reportedly vacant in the all government departments, including Health, PWD, Education, Transport, Agriculture, Police, Women and Child Welfare departments, but not all vacant posts are likely to be filled.
In November 2016, former chief minister Laxmikant Parsekar had halted recruitments in government departments for some time. When a new BJP coalition government was formed in 2017, the State government removed the ban on jobs recruitments.
