Chief Minister Manohar Parrikar on Sunday assured that the 1.71 lakh square metres of land at Bainguinim will be utilised only for the purpose of garbage management, while also suggesting facilities like an academy for training people in garbage management.
Speaking to media persons on the sidelines of a function, Parrikar said, "Garbage treatment plant also includes landfill. So, normally about 1.25 lakh square metres of land is required for setting up the plant. But there are water pipelines and high tension lines of the electricity department passing through this land. Hence this part of the land cannot be used for anything except planting some small trees to create greenery."
"Nonetheless, we can also have some other facilities like an academy to train people in garbage management. Garbage management will generate jobs for at least 2000-3000 people in Goa in the next two-three years and all these can be given to Goans instead of migrants," Parrikar said.
The Corporation of City of Panaji (CCP), in its last meeting, had resolved to transfer Bainguinim land to the State Government on a pre-condition that it gives an undertaking that the land would be only used for setting up the plant. CCP had also put a condition that the government come up with a time frame to set up the plant.
Commenting on these conditions, Parrikar said, "As the government has purchased the land, the question of municipality's condition does not arise. But I can assure them one thing that it will be used for only for a garbage treatment plant."
"Secondly, how do you ensure timeline? And how can municipality ask for a timeline from the government? There will be an order issued by the government to transfer the land in the name of Goa Solid Waste Management Corporation. Meanwhile, the CCP will get a letter that it will be used only for the purpose of garbage. Government will not give any undertaking to the municipality," Parrikar said.
