In a bid to ensure effective and speedy disposal of mundkarial cases in the district, South Goa Collector, Asvin Chandru, IAS has directed all Revenue Officers ie. Deputy Collector & SDOs, Mamlatdars & Joint Mamlatdars of South Goa District to start taking mundkar cases such as declaration, purchase and appeals on all Saturdays for speedy disposal with immediate effect.
The district collector’s order implies that the district revenue administration has revived the concept of Saturday Courts, wherein Presiding Officers including the Mamaltdars and Joint Mamlatdars will take up and hear mundkar cases.
When The Goan contacted South Goa Additional Collector-I Srinet Kothawale to shed light on the Saturday Courts, he said the revenue courts at the taluka headquarters in South Goa will take up hearing of the mundkar cases on Saturdays, beginning with the coming Saturday.
“As per the district Collector’s order, mundkar cases including declaration, purchase and appeals will be taken up for hearing on Saturdays as well. This process will start beginning from the coming Saturday”, he told The Goan.
In the order issued on Thursday, Chandru has further directed that the progress report of the hearings conducted every week including Saturday shall be submitted to this office on every Monday in the prescribed format.
The district collector’s order on speedy disposal of mundkarial cases comes against the backdrop of the fact that the total number of tenancy and mundkar cases pending before the Mamlatdars and Joint Mamlatdar courts in South Goa is pegged around 2525.
The pending mundkar and tenancy cases include 1082 mundkar declaration cases under section 8A and 29(4), around 200 mundkar purchase cases; 1137 tenancy declaration cases under section 7 and 14 and 106 tenancy purchase cases.
A glance at the statistics revealed that of the total 1082 mundkar declaration cases are pending with the mamlatdar and joint mamlatdars, around 492 cases pertains to Salcete followed by around 297 cases in Ponda and 104 in Canacona.
Of the total 200 mundkar purchase cases, 112 cases are pending in Salcete, 44 in Ponda and 19 in Mormugao.
Of the total 1137 tenancy declaration pending cases, around 425 cases are pending in Salcete, followed by 419 in Ponda and 55 in Canacona and 56 in Sanguem.
The total pending cases at the deputy Collector’s courts, includes 190 mundkar appeal and 154 tenancy appeal cases.
Analyzing the reasons behind the pendency, the district authorities pointed out that a host of reason are responsible behind the pendency. Frequent Magisterial duties is cited as one of the main reason resulting in adjournments.
