The Cavelossim Panchayat on Wednesday directed the Water Resources department to stop the ongoing construction work of a siren tower on the beach.
Acting on the serious concern raised by members of the gram sabha held on March 27, Sarpanch Desmond Dias in his stop work order stated that members Roy Barretto, Nevidade D'Costa, James D'Costa, Joe D'Costa, Paul Lobo and Jack Vaz raised serious concern of ongoing construction/erection of siren tower on the Cavelosism beach.
It was stated in the notice that the Gram Sabha members had alleged that the project is backdoor entry for Blue Flag Certification, which was earlier objected by the Gram Sabha members and the said resolution has already been forwarded to the concerned Department. The sarpanch stated that the gram sabha members had demanded to issue stop work order immediately since work has been going in full swing and withdraw the licence /NOC to the project.
Incidentally, a glance at the stop work order stated that the file for the construction erection of siren tower, along with allied documents i.e. approval/ Clearance of GCZMA vide No. GCZMA/N/18 19/95/3097 dated 22/02/2019, Town and country planning Department dated 7/5/2019, and Health Dept. dated 18/05/2019 for early warning dissemination. system (EWDS) National Cyclone risk mitigation and project, Pre Cyclone early warning system to fill up gaps in last mile connectivity in the coastal area, design as a mitigating measure to minimize the loss of life of the state population in the Coastal area, strictly on humanitarian and beneficial aim with no commercial or profit motive.
The file was place before the Panchayat body meeting dated 20/07/2019 and issued the construction Licence Vide No. VP/CAV/2019-2020/3 dated 10/09/2019.
“This Panchayat received a representation dated 29/03/22 from the villagers of Cavelossim, therein mentioned it is violation of CRZ notification 2011 as it falls in the eco sensitive area (intertidal Zone, HTL and LTL) and no such activities and facilities allowed/ permitted as it is CRZ-I area,” the stop work order stated, with the Sarpanch directing the WRD to stop the ongoing construction work of siren tower on receipt of this notice, till further clarification from your end and in order to proceed further necessary action in the matter.
