CCP pushing to get Panaji market tenants to ink deal

The Corporation of the City of Panaji (CCP) is pushing ahead with the long-pending issue of signing the leave and licence agreement with the tenants of the market for a period of 30 years, which would generate revenue for the corporation and also streamline the legal issues involved in the process.

"A systematic and legally proper approach has been followed this time. The 456 tenants who are in the GSIDC list of shops allotted will be given chance to come forward with documents and sign the leave and licence agreement," said Pramay Mainkar, chairman of the Panaji Market Committee.

The CCP has set a deadline of 11 am on July 27 for the shop occupants to submit documents to the corporation.

In a public notice, CCP Commissioner Agnelo Fernandes stated that those who are occupants in the new market premises and whose names are in the GSIDC list and if they or their legal heirs (even if having any family dispute in the court) fail to come with proper documents on or before 11 am on July 27, those persons/legal heirs/ occupants would be debarred from the rights as per legal provisions.

“The same notices will also be served on all tenants at their homes and their shops. A period of one month will be given to these tenants to come forward with documents and to sign the leave and licence agreement,” said Mainkar.

Mainkar said the CCP is serious this time and no relaxation would be given to those occupants who fail to sign the agreement.

“The CCP will take severe action and may serve eviction notices before directly taking over the shop. The CCP has followed a systematic approach so that there is no chance for tenants to go to court to challenge the decision of CCP,” warned Mainkar.

Mainkar also said that shop occupants would be given some time to pay their arrears.

"Our calculations of arrears as per area of the shop is ready,” he said.

Since 2003, CCP has not earned any revenue from those running shops and has only earned Rs 10-11 lakh as Sopo tax from fruit and vegetable vendors.

Shops had been allotted without a proper agreement on completion of Phase I of CCP market complex in 2003 and Phase II in 2007.
