At a time when thousands of youth are desperate for government jobs and the State government is under pressure to create vacancies, some of the government agencies have gone ahead to outsource work to private companies.
While many companies based in the State were recently accused of seeking workforce from outside Goa, questions are now being raised about government agencies issuing tenders to seek workforce from private companies. Some of these posts include field managers and software engineers for different kinds of work.
In one such instance, the Goa Industrial Development Corporation (GIDC) has invited tenders from eligible private companies to supply 61 employees to different positions in various industrial estates across the State.
The requirements include field managers (7), assistants (25), 5 technicians - civil supervisors (5), draftsman (1), technicians - electrical (2), multitasking staff - assistant, meter reader, pump
operator (17) and Technicians-Plumber (4).
In another such tender, the government agency, Goa Electronic Limited (GEL), has also floated tenders from various companies to provide manpower for software development and the posts include software engineers (mobile applications) and trainee software engineers with an experience of 1-4 years.
GEL has mentioned in its tender that manpower is required for short term jobs, like e-governance projects, app creation, card-making projects, tickets, passes, ration cards, licenses, and software development, bio-metric projects, etc.
However, the GEL tender does not specify the number of personnel needed for the jobs.
“A committee set up by the State government for the purpose of recruitment has recommended that government department outsource their jobs. However, the high-level committee headed by Chief Minister is yet to arrive at any conclusion in this matter,” said a source in the government.
“However, that has not stopped some government organizations from going ahead and outsourcing jobs to private companies,” the source added.
Government hospitals and large government projects have also been questioned for outsourcing jobs in the areas of cleanliness, security, etc.
