Amid concerns raised by recently promoted teachers over being asked to discharge dual duties, the Education Department has clarified that the arrangement is temporary and that an amicable solution is being worked out before the start of the second term.
Nearly 56 of the 77 teachers recently promoted to the posts of Assistant District Educational Inspector/Teacher Grade-I have been directed to continue teaching at their previous institutions while also taking up responsibilities in their new cadre.
The arrangement follows a promotion order issued on August 31, 2026, based on the recommendations of the Goa Public Service Commission. The 77 Assistant Teachers were promoted to the Group ‘B’ Non-Gazetted cadre after, in several cases, serving the government for more than two decades.
However, an order issued by the Education Department on September 29, nearly a month after the promotion order, directed 56 promotees to continue teaching at their previous institutions while also attending to their new responsibilities.
Speaking to The Goan, Director of Education Bhagirath Shetye said the arrangement was made to ensure that students do not suffer academic loss, as the promotions came into effect towards the fag end of the first term.
“The department is currently working on an amicable solution. The directions are temporary and should be relaxed in the second term,” Shetye said.
He pointed out that first-term examinations have already commenced, while the second term is scheduled to begin later this month.
In some cases, the order requires promoted officials to teach at a Higher Secondary School on certain days while attending to duties at a High School at another location on the remaining days.
“We don’t want students to suffer,” Shetye said.
The arrangement has also raised questions over the deployment of 19 direct recruits appointed to the Assistant District Educational Inspector/Teacher Grade-I cadre. While the direct recruits have been deployed as Assistant District Educational Inspectors, the 56 departmental promotees have been asked to divide their time between their new responsibilities and teaching duties at their previous institutions.
A senior teacher, speaking on condition of anonymity, said the order does not clearly specify whether the arrangement is only intended to address the immediate shortage of teachers or is meant to be a regular deployment arrangement for the newly promoted cadre.
