The State cabinet, which met on Wednesday, resolved to appoint the Economic Development Corporation of Goa as the nodal agency as well as a special-purpose vehicle for the construction of the convention centre at Dona Paula.
The convention centre will be utilised for hosting the International Film Festival of India as well as other global events.
As part of the decisions taken at the cabinet meeting, the government has granted its approval for setting up a convention centre with ancillary facilities as per the requirements of the Entertainment Society of Goa for conducting IFFI.
It has designated the EDC as the special purpose vehicle for the setting up of the convention centre and to act as a nodal agency on behalf of the government and the InfoTech Corporation of Goa, which currently holds physical possession of the land.
The land was originally designated for the setting up of the Rajiv Gandhi IT Habitat, and sixteen plots were allotted to the bidders. However, the State Government subsequently enacted the "Goa (Rajiv Gandhi IT Habitat Cancellation/ Abolition and Regulation of allotment of plots) Act, 2012 in a bid to cancel all the allotted plots in lieu of compensation.
Subsequently in 2016, the state cabinet resolved to transfer the land to the Entertainment Society of Goa for the construction of a permanent venue and convention centre for hosting the International Film Festival of India on the land measuring 2.09 lakh square metres.
The convention centre is sought to be build in two phases through public private partnership mode using the Design, Build, Finance,
Own, Operate and Transfer framework.
The convention centre will have a capacity to hold five to six thousand people, indoor and outdoor exhibition areas, car parks, a ten-screen multiplex theatre and other facilities like office premises.The second phase would include a hotel with 1000 rooms of various categories with the option of the private partner also being allowed to commercially develop the rest of the area with the prior approval of the government.
Wednesday's cabinet decision also includes a modification of the earlier cabinet decision that the convention centre would be developed by the Entertainment Society of Goa. The land will now remain with the ITG before being handed to the private partner selected.
