Entry fee row: Mopa airport operator show-caused over violation of terms

The State government has issued a show-cause notice to GMR Goa International Airport Limited (GGIAL) over alleged violations of the Concession Agreement related to charging entry fees from vehicles at Manohar International Airport, Mopa.
In a notice dated January 1, the Directorate of Civil Aviation stated that Article 20.5.2 of the Concession Agreement clearly prohibits the concessionaire from stopping vehicles or charging any fee from vehicles using the approach road to pass through any part of the terminal, provided they do not halt for more than two minutes during peak hours and five minutes during off-peak hours.
However, the DCA noted that on December 23, 2025, GGIAL levied fees for entry into the departure and arrival terminal areas even when vehicles halted for as little as two seconds, terming it an abuse of the agreement’s provisions.
Directing GGIAL to explain its actions, the DCA has asked the airport operator to submit a reply within seven days as to why action should not be initiated for violation of the Concession Agreement.
The taxi operators at Mopa airport have been protesting against the Rs 200 entry fee being charged for waiting up to five minutes, arguing that the permitted time is grossly insufficient for practical passenger pickup. The taxi operators had demanded an immediate rollback of the entry fee.
