In a low-key inaugural ceremony following months of delay for reasons unknown, the installation of the Goa City “Intelligent Management System” began on Thursday. The Intelligent Management System, a brainchild of Imagine Panaji Smart City Development Limited (IPSCDL), which was initially meant to be completed by February 2019, will now take another eight months to be fully implemented, according to Director, IPSCDL, Siddharth Kuncalienkar.
Larsen and Toubro (L&T), the company which has, until now, been working on the third Mandovi Bridge, has been awarded the contract for the Intelligent Management System. Under the System, the city will see the installation of CCTVs, environment sensors, and is expected to have “smart” solutions for garbage management, the traffic and parking problem and will offer free wi-fi.
Way back in May 2018, IPSCDL had announced its grand plans to set up 450 cameras across the city that would keep a watch on “everybody all the time” in public areas. IPSCDL officials had boasted “you will be amazed to see the kind and quality of data on citizens that we can generate” and that people will now be better behaved since “now there will be a feeling of being watched” and the system “will solve the problem of black spots in the city.”
At the time, the system had four bidders- BSNL, L&T, NEC, Japan and Honeywell. Kuncaliencar had said that the surveillance cameras which would be installed right from Old Goa to Dona Paula and including Cujira would be able to
track movements of vehicles, as well as people, across the city, and thereby catch traffic violators. Police would take cognisance of “suspicious movement” of people as a preemptive step, rather than a postmortem as is currently the CCTV practise. Swayandipta Pal Chaudhuri, MD and CEO of IPSCDL had also spoken of facial recognition being an important part of the System.
Besides surveillance, the System is set to have a series of sensors along parking lots so that residents can “through an app automatically get notified over where the vacant parking spaces are.”
The System will also have “smart traffic” signals that will change not according to prefixed times, but according to how many vehicles are at the junction and from which direction. To tackle the garbage menace, the system is expected to help by informing authorities about which areas garbage needs to be collected from, and which public bins are overflowing. Residents through their smartphone app will be able to tell whether their garbage has been collected from their doorstep or not.
