Former Commissioner of the CCP, Melvyn Vaz has accused present councillor Uday Madkaikar and others of serious acts of forgery claiming that Madkaikar has forged his signature on an occupancy certificate.
Vaz claims that he received a letter by registered post from one Adv Rajaram Das earlier this week, and was shocked to come across copies of an occupancy certificate and a cover letter supposedly signed by him.
“I have been informed by Adv Rajaram Das from Panaji who enclosed this occupancy certificate and letter supposedly signed by me. In this connection, I have to bring to your notice the fraud committed by Geeta Madkaikar and Uday Madkaikar in connivance with one dealing hand in the technical section and some councillors from CCP,” Vaz told the CCP commissioner.
“I hereby declare and reiterate that these documents are fraud, forged documents as I had declined to grant occupancy to Geeta Madkaikar who to the best of my knowledge and belief is a fictitious person. Moreover, both these enclosures are dated January 19, 2012, and December 11, 2012, when I was not the CCP Commissioner,” Vaz said.
He said that Madkaikar has in the past too forged and scanned his signature and committed a number of forgeries especially in regard to the shops in Panaji market area and that he has already placed these facts before the commission on inquiry constituted by the Goa government.
“Since my integrity is at stake here by this new act of forgery by the said Madkaikar in connivance with the said dealing hand of the technical section Deepak Satardekar and some corporators... I bring this to your attention to take necessary action and to lodge an FIR against Madkaikar, Deepak Satardekar and other corporators,” Vaz said.
The occupancy certificates concern the shops in the Panaji market and Madkaikar is one of the key accused in the scam responsible for causing loss to the CCP running into crores of rupees.
Despite several attempts to get to the bottom of the scam and convincing evidence to nail Madkaikar and others in the scam, he continues to be on the loose.
Opposition councillor Surendra Furtado has been raising the issue of the market shops allotment scam and has even accused former commissioner Dipak Dessai of having filed a false affidavit before the Bombay HC at Goa.
