Association general secretary Anil Shirodkar told The Goan that the strike notice period expires on August 23 midnight, adding that the employees will be free to go on strike any time after the deadline. Shirodkar maintained that the Association had been demanding over the last two years the implementation of the existing settlements signed under 12(3) of the Industrial Disputes Act, being settlement signed before the Conciliation media.
"Unfortunately, neither the Margao Municipal Council nor the other statutory authorities, the DMA, Commissioner, Labour and employment and Dy Labour Commissioner took any steps in the matter to enforce settlements as was expected of them in view of the statutory duties cast on them," he said.
He said the Association was left with no option in view of the apathy and insensitiveness shown by the concerned authorities to fulfill the responsibilities cast on each of them, particularly the labour machinery, namely the Labour Commissioner, Panjim.
"The entire responsibility shall rest with the MMC Chairperson and the Chief Officer as well as on the Labour commissioner for his failure to deal with the situation and fulfill his responsibilities as he has remained dormant without fulfilling the statutory duty cast on him ever since receiving our notice on May 15, 2017," Shirodkar added.
Replying to a question, he said the Association and all its members hope that the Chairperson and the Chief Officer will act in adherence to the law of the country and pass necessary orders/instructions to implement settlements which are not implemented by the authorities.
