The Goa Board of Secondary & Higher Secondary Education (GBSHSE) has announced a new scheme to grant certificates equivalent to Class 10 to persons with intellectual disabilities. This will help them continue their education, learn skills and find jobs.
According to the notification, the scheme aims to promote wage employment and self-employment, so that persons with intellectual disabilities can become financially independent. Candidates with an intelligence quotient (IQ) of 70 or below will be eligible.
Applicants must be residents of Goa for at least five years and should be 15 years of age or above. They must undergo an assessment using the Comprehensive Assessment Tool (CAT) for intellectual disabilities. They are also required to complete a structured Individualised Vocational Training Programme (IVTP) in a recognised special, inclusive or integrated school.
Those who successfully complete three years of training under the programme will be eligible for equivalence to the Secondary School Certificate (SSC) of the Goa Board. The assessment will include practical examinations conducted by both internal and external examiners appointed by the Board. Candidates must secure a minimum of 80 per cent marks to qualify.
The internal assessment will focus on areas such as personal care and safety, communication and interpersonal skills, social and emotional development, cognitive and motor skills, basic work-related academics, sex education, workplace behaviour and self-advocacy.
After clearing the assessment with at least 80 per cent marks, candidates will have to complete a three-month internship to gain practical work experience.
