Complaints mount over sub-registrars’ late arrival at work, State Registrar orders inspection

At a time when the State government is projecting its governance model as citizen-centric, the functioning of the Bardez Sub-Registrar Office in Mapusa has come under serious scrutiny, with allegations of habitual late arrival by senior officials causing hardship to the public and the legal fraternity.
Sources told The Goan that sub-registrars attached to the Bardez office routinely report for duty well beyond the stipulated official joining time of 9.30 am, forcing members of the public to wait for hours to complete routine legal procedures.
According to advocates and citizens who regularly visit the office, at least two senior officials arrive only after 10.30 am almost every day, leading to long queues and delays in the processing of important documents.
The Bardez Sub-Registrar Office has three key officials, and advocates alleged that two are habitual latecomers.
“Two senior sub-registrar officials arrive late at work, causing immense difficulty for us and the public. Occasional delays are understandable, but arriving nearly an hour late almost every day is unacceptable,” a Mapusa-based advocate told The Goan, requesting anonymity.
Another member of the legal fraternity corroborated the allegations, stating that repeated complaints have already been lodged with the State Registrar. “We understand delays can happen once in a while, but when it becomes a daily affair, it disrupts the entire system. We have complained to the State Registrar about their conduct,” the advocate said.
The office is also facing allegations of corruption, with advocates claiming that official work does not move smoothly without alleged illegal gratification.
“The whole office is in a mess. Nothing functions in an orderly manner. Nothing moves without payments being made under the table,” alleged another advocate who regularly handles sale deeds at the office.
Reacting to the allegations, State Registrar Aisha Vaigankar acknowledged that her office has received oral complaints regarding the late arrival of officials at the Bardez Sub-Registrar Office. “A senior officer of the rank of District Registrar has been deputed to inspect the Bardez Sub-Registrar Office in Mapusa. Based on the inspection report, appropriate action will be initiated,” Vaigankar told The Goan.
