Govt tells all departments to junk archaic rules, cut red tape

The State government has directed all its departments and agencies to review regulations under their jurisdiction and identify rules that can be simplified, amended or abolished in a bid to improve the Ease of Doing Business (EODB) environment.
Under the directive, departments will examine whether licences, approvals and permits currently in force are genuinely required. Officials have also been asked to promote self-certification and self-registration wherever feasible and reduce unnecessary regulatory interventions.
The review process will also focus on increasing licence validity periods and easing compliance requirements. 
Departments have been instructed to encourage risk-based inspections instead of routine checks and remove regulations that are obsolete, redundant or duplicative.
A senior official said the exercise is intended to create a more efficient and transparent administrative and regulatory framework across departments while ensuring that governance remains effective.
As part of the reforms, the State government has designated goa.gov.in as the central repository for all regulatory documents, including Acts, Rules, notifications, circulars, policies and government orders.
All departments and agencies have been directed to upload and regularly update relevant documents on the portal to ensure easy public access and greater transparency.
Every department and government agency has also been directed to appoint a Nodal Officer responsible for maintaining updated information on the portal and to ensure compliance with these directives.
The Information Technology Department has been designated as the single point of contact for monitoring compliance and coordinating the initiative across all departments.
These measures, the official said, will improve regulatory clarity, reduce paperwork and enhance the overall ease of doing business in the State, adding that the initiative is part of the broader effort to modernise governance, improve service delivery and create a more business-friendly environment.
