The Goa Public Service Commission (GPSC) is set to introduce a technology-driven recruitment system, including facial recognition for computer-based and written examinations as well as interviews, and a paperless interview management system, as part of its proposed initiatives for the current financial year.
The Commission has proposed digitization of its recruitment workflows and introduce technology at multiple stages of the selection process. The initiatives have been outlined in the GPSC’s Annual Report for 2025-26, which was tabled in the House on Monday.
Under the proposed system, facial recognition technology will be implemented for CBRT (Computer-Based Recruitment Tests), written examinations and interviews for direct recruitment. The Commission is also developing software for a paperless Interview Management System, while proposing to transition various recruitment workflows to a fully digitised system to improve transparency and efficiency. GPSC is further planning to introduce Tablet Based Recruitment Tests (TBRT) for departmental examinations. The Commission says conducting departmental exams in TBRT mode would increase transparency and enable faster completion of the recruitment process. The move towards technology-based examinations has already begun, with GPSC conducting a live demonstration of a Tablet Based Recruitment Test for its staff to assess the system’s usability and applicability for examinations. The Commission has also initiated implementation of eOffice, in coordination with the Department of Information Technology, with staff training completed and the system rolled out. GPSC said the initiative would streamline processes and significantly reduce paper use. Its stated vision includes the use of advanced technology platforms to select personnel for Group A and B posts in the Goa government administration in a transparent manner. The Commission is also planning to identify and purchase land for a new GPSC premises during the next financial year. The GPSC had earlier studied recruitment technology developed by the National Informatics Centre in Himachal Pradesh, with its Chairman Udaysinh Raorane and Secretary visiting the Himachal Pradesh Public Service Commission in May last year to understand its recruitment software system.
