PANAJI: On taking charge as Chairman of the Goa State Infrastructure Development Corporation (GSIDC) today, Calangute MLA Michael Lobo announced that the corporation is exploring the possibility of bidding for projects outside the State, even beyond government contracts, to generate additional revenue and strengthen its financial independence.
“GSIDC is eligible to take up infrastructure jobs anywhere, not just government projects. We will try to take on work even outside Goa, as we are eligible to do so. This will help bring in more funding and make GSIDC more self-sustaining,” Lobo said.
Lobo, appointed by Chief Minister Pramod Sawant last week, said he was “happy to take charge” of an organisation that has earned a reputation for executing quality infrastructure projects across the State since its inception in 2001. “GSIDC has built hospitals, panchayat ghars, bridges, and roads, including the iconic Atal Setu. It has maintained a name for quality work and timely completion,” he said.
On development within the State, Lobo said GSIDC would assist any MLA who comes forward with proposals. “I have said earlier, and I repeat, I will work with all MLAs if they come forward with proposals. Once finance clearance and the Chief Minister’s approval are received, GSIDC will take up those works on priority,” he said.
He also stressed that upgrading healthcare facilities and improving hygiene infrastructure, including public toilets, would be a priority. “Many toilets across Goa are not in good shape. We will see how GSIDC can take up their renovation and hand them over to municipalities and panchayats for maintenance,” he added.
Lobo said his immediate focus will be on reviewing ongoing projects, particularly those related to healthcare and rural infrastructure, to ensure timely completion. “We will complete all works such as the construction of Primary Health Centres, Community Health Centres, and hospitals, including GMC, and also take up new projects in remote and rural parts of Goa where infrastructure is required,” he said, adding that he intends to fast-track ongoing works for completion before December 2026.
He also underlined the importance of addressing issues in projects already completed, such as ensuring annual maintenance contracts (AMC) are renewed. “For instance, the Mapusa District Hospital was built by GSIDC, but its morgue facility is currently non-functional due to an expired AMC. We are working with the concerned departments to resolve such issues so that GSIDC-built facilities continue to serve the public efficiently,” he said.
Expressing confidence in his team, Lobo said he would work closely with GSIDC Managing Director Rohit Kadam and all engineers, general managers, and architects to maintain the corporation’s standards. “Good quality work is what GSIDC is famous for. We will continue that legacy,” he stated.
Commenting on the ongoing debate about Calangute’s urbanisation and Coastal Regulation Zone (CRZ) status, Lobo clarified that both Calangute and Candolim panchayats will continue as village panchayats and will not be converted into municipalities. “The panchayats will remain as they are. Once the CRZ restrictions are lifted, it will benefit locals whose houses or guest houses fall within the 500-meter zone, allowing them to regularize their properties,” he explained.
Meanwhile, Lobo revealed that he had participated in a recent meeting with police officials in Anjuna to discuss measures for ensuring tourist safety during the season. He emphasised that the hospitality industry must refrain from physical altercations with tourists, even in difficult situations. “Tourists cannot be touched or harassed. The police helpline should be called instead. The Chief Minister and DGP have taken a strong stand on this issue,” he said, adding that clear warning signage should be displayed on beaches to promote responsible conduct.
“Goa’s tourism industry provides employment to thousands. We must ensure tourists feel welcome and safe. Any establishment found harassing or assaulting visitors will face strict action,” Lobo warned.
