The Mormugao Municipal Council (MMC) on Friday issued a stop work order for the piling works undertaken by Goa Shipyard Limited (GSL), following concerns raised by residents of Mundvel-Vasco.
MMC Chief Officer Agnelo Fernandes has directed GSL to stop all construction activities on the site till precautionary measures are taken to safeguard neighbouring houses, buildings and structures within the vicinity and has also called GSL officials for a hearing on Monday afternoon.
Fernandes has also asked the Vasco police to keep vigil and to stop construction work until the ‘stop work’ order is revoked or cancelled.
The decision was taken after an inspection by MMC following a complaint from Ward Councillor Nandadeep Raut and residents of Mundvel-Vasco, who claimed that buildings around GSL had
developed cracks due to the heavy piling works by GSL round the clock.
The aggrieved residents had complained that the entire area in Mundvel starts vibrating when the piling work commences and the loud noise at night had disturbed the sleep of residents, especially senior citizens.
GSL had obtained a construction licence from MMC to construct an office building, but following complains from Raut and the residents, a site inspection was carried out by MMC engineers in the presence of GSL officials on Wednesday.
Fernandes informed that during the site inspection, it was observed that the piling work for the foundation of the office building was being carried out without proper precautionary measures as required, due to soft nature of the soil and the ongoing monsoon.
“It was observed that the excavation has been carried out to an extent of 5.30 mts depth below the existing ground level and some settlement cracks have developed on the internal road of GSL premises.”
“Two foundation bays were found to be filled with stagnant water at the site of Shipyard Modernisation Project which could lead to the breeding of mosquitoes and the same could lead to spreading of epidemics like Dengue.”
“If no proper precautions are taken up immediately, there might be ill-effects on the surrounding habitant buildings, structures and houses,” said Fernandes.
