The PIL, filed by the Calangute Constituency Forum, challenges construction on a plot in Candolim allegedly located within the 100-metre No Development Zone under CRZ-III regulations.
According to the petition, residential villas and swimming pools were constructed approximately 55 metres from the high-tide line of the Sinquerim River, allegedly in violation of environmental and CRZ laws. The plea states that the construction was undertaken by Classic City Investments Private Limited and claims that Salman Khan is the company's managing partner.
The petition further alleges that the construction exceeds the approved building plans and questions the validity of the occupancy certificate issued by the Candolim Gram Panchayat on April 30, 2025, claiming procedural irregularities in its issuance.
The PIL has named multiple respondents, including the Goa government, the Goa Coastal Zone Management Authority, the Candolim Gram Panchayat, and the Ministry of Environment, Forest and Climate Change, among other authorities.
The High Court has reportedly issued notices to all respondents, directing them to file their replies to the allegations. The matter will be heard further after the responses are submitted.
