House clears grants without discussion after Oppn boycott

Goa Legislative Assembly on Friday passed the Demands for Grants relating to the Public Works Department, Ports Administration and Legal Metrology, headed by Minister Digambar Kamat, without discussion after the Opposition boycotted the House proceedings.

The Opposition, led by Leader of Opposition Yuri Alemao, walked out during the second half of the day’s sitting following protests over the disallowance of several private members’ resolutions.

Opposition MLAs alleged that as many as 16 private members’ resolutions moved by them were not admitted for discussion, including the proposed Goa Protection for Agriculture Land Bill, 2026. The draft legislation was prepared by retired judge Ferdino Rebello and sought measures for safeguarding agricultural land in the State.

Following the boycott, the Opposition benches remained vacant when the Demands for Grants for the departments under Kamat were taken up for discussion in the House.

In the absence of Opposition members, no cut motions were moved against the demands. As per Assembly procedure, the House subsequently passed the Demands for Grants without debate.

The passage of the demands cleared budgetary allocations for the Public Works Department, Ports Administration and Legal Metrology departments for the financial year.
