In Goa’s history, out of six elections which were held, only on two occasions did a single party manage to get a clear mandate -- when Luizinho Faleiro achieved it with 21 seats for the Congress in 1999 and in 2012 when Manohar Parrikar helped the BJP get a simple majority.
On four other occasions it has been the single largest party that has ruled the roost in Goa. The Governor has had to call the single largest political party to form the government with the highlight being Congress leader Pratapsingh Rane being given as much as 30 days to prove his majority back in 1994.
