In yet another reversal of a major administrative reform from the era of the late Manohar Parrikar, the cabinet of Chief Minister Pramod Sawant on Wednesday decided to scrap the Inter Departmental Committee of Officers (IDCO) and High Level Empowered Committee (HLEC) and revert to the old system of rationalising staff strength and clearing hiring by the State government.
Sawant said, procedures followed before the IDCO and HLEC were formed in November 2017 will now be adopted again.
Files pertaining to creation, revival or abolition of posts initiated by the respective government departments will now have to pass scrutiny of all the three departments - Administrative Reforms Department (ARD), Personnel Department and the Finance Department, Sawant added.
Sawant also said that the Staff Selection Commission has been constituted with
Puneet Kumar Goel, IAS, as the Chairman. Finance Secretary Daulat Hawaldar, IAS, and Registrar of Co-operative Societies Menino D’Souza are the other members of the Commission and its rules and regulations will be framed very soon, Sawant added.
Months after he had taken over as chief minister after quitting as Defence Minister in March 2017, Parrikar has devised a new mechanism by which top officials from the ARD, Personnel and Finance Department were drafted into the HLEC to rationalise the staffing pattern of all government departments by creating, reviving or abolishing posts.
Additionally the IDCO was also created to examine each department’s requirements and sanction vacancies to pave the way for fresh recruitment.
Meanwhile, in other decisions taken by the Cabinet, the additional 12 per-cent payment made to landlords who lost holdings to the South Western Railway to double the Kulem-Margao line, was post-facto approved. The State government had to cough up an additional Rs 18.79 lakh to pay up for the 12 per-cent higher compensation. With the contractor signed up by the Transport Department unable to bear the load of HSRP installation, the govt has now decided to rope in local dealers from across the State
Vehicle owners will now have to pay up Rs 400 instead of the original Rs 300 and the additional Rs 100 will be paid to the local private dealers who come on board
