Litigants demand appointment of deputy Collector in Margao

What was feared all along has come true “ that in the absence of Margao Deputy Collector-II, all quasi-judicial cases in the Court will get adjourned along with the cases in the Court of Deputy Collector-I in the event the Presiding Officer is preoccupied with other administrative work, including election work.   

Wednesday saw revenue cases being adjourned in the court of deputy Collector-I as the Presiding Officer Vishal Kundaikar had to attend court matter in Panaji. 

Given that Kundaikar is holding additional charge of deputy Collector-II, all revenue matters listed before the deputy Collector-II were also adjourned in the absence of Kundaikar.   

Officials in the know pointed out that Kundaikar is not to be blamed for the adjournment of the Revenue cases in the court of deputy Collector-II with the government dilly-dallying in appointing a deputy Collector till date. 

In fact, litigants blamed the government for creating the vacuum in the office of deputy Collector-II. 

“As it is, revenue matters are getting adjourned for want of the presiding officers when they are preoccupied with magisterial or election work. In the instant case, cases are getting adjourned in two courts at the same time as one person is holding charge of the post of deputy collector-I & II,” remarked a litigant, who demanded that the government work out a mechanism wherein the litigants are not left in the lurch due to frequent adjournments of the revenue case.   Now, Margao Dy Collector is also Returning Officer I and II for upcoming ZP polls

MARGAO: With the taluka playing host to nine Zilla Panchayat seats, the government has appointed two Returning Officers to conduct the ensuing elections.   

For the moment, however, only one officer is looking after the work of the two Returning Officers with the government not appointing a full-fledged Margao deputy Collector-II.   

With deputy Collector-I Vishal Kundaikar holding additional charge of deputy Collector-II, he is presently in-charge of the office of Returning Officer-I as well as II.   

As per the order, the Returning Officer will look after five Zilla Panchayat seats and the Returning Officer II to conduct elections for the remaining four seats.   

Strange it may seem, however, one officer is presently in charge of the posts of the two Returning Officers.
