In a bid to address the burning issue of waste disposal problem plaguing the commercial capital, the Margao Municipal Council has invited Expression of Interest (EOI) for the setting up of two 25 TPD capacity bio-methanation plants at Sonsodo with electricity generation.
The last date for submission of EOI to the civic body is September 20. The EOI received from prospective bidders will be opened on September 22.
Incidentally, the total wet waste generated in the commercial capital is put at around 35-40 TPD. The Margao Municipal Council is presently in the process of setting up a 5 TPD bio-methanation plant at the SGPDA market. Two other bio-methanation plants, with 5 TPD each, have been tendered and reached the stage of awarding the work order.
The two 25 TPD bio-methanation plants were mooted by an official of the department of environment, S Joglekar as a permanent solution to the vexed Sonsodo imbroglio.
MMC officials informed that interested companies/organizations with a sound financial and technical background in designing, constructing and operating decentralized municipal solid waste processing bio-methanation plants can participate in the project by submitting their EOI.
Chief Officer Agnelo Fernandes said the technology to be used by the interested company should be economically viable, suited to the local conditions and environmentally compliant as per the MSW Rules, 2016 and CPCB norms.
The tentative scope of the work includes design, build, supply, install, erect, commissioning and commercial operation of the biogas plant of 25-ton capacity; operation and maintenance of the plant for a period of five years; training the municipal staff for operation and maintenance of the plant and to handle, manage, process and treat the bio-degradable waste delivered by the Urban Local Body including disposal of effluents in compliance to the statutory regulations, meeting emission norms/standards prescribed under the law and protecting the environment at all times.
MMC officials informed that the technology, as well as the cost of the bio-methanation project, will be known when the prospective companies submit their EOI.
It is also not clear whether the MMC will go in for the construction of a new shed at Sonsodo where the civic body has remediated the legacy dump or will install the two plants inside the existing solid waste treatment plant by carting out the accumulated waste. “These questions will be addressed after the civic body receives the EOI from prospective companies,” remarked an official.
The official further said the civic body will take a call whether to go in for the two 5 TPD bio-methanation plants when the municipality has now proposed to set up two 25 TPD plants to handle the 40 tons of daily wet waste generated in the city.
