Speaking of the cabinet decision to do so, Chief Minister Manohar Parrikar said that the concessionaire could not be given the ‘right of way' ie possession of the land in view of the fact that land held directly by the Government of Goa cannot be handed over to private parties.

The agreement to build the Mopa airport is signed between the State government's Civil Aviation Department and GMR Goa International Airport Pvt Ltd. to build the greenfield airport.
