The Mormugao Port Trust (MPT) on Thursday issued a circular regarding freezing Dearness Allowance (DA) for its employees.
A circular issued by the MPT Financial Advisor and Chief Accounts Officer stated that the Ministry of Ports, Shipping and Waterways (PHRD Division) in its letter (January 7) clarified that “due to a crisis arising out of Covid-19, additional Instalments of Dearness Allowance (DA) /Dearness Relief (DR) payable to all employees/pensioners of Major Port Trusts/Dock Labour Boards/KPL drawing pay/pension as per IDA Patterns due for October 1, 2020, January 1 and April 1 shall not be paid.”
“DA/DR at a rate w.e.f. July 1, 2020 will continue to be paid. As and when the decision to release the future instalments of DA/DRA due from July 1 is taken by the government, the rates of DA/DR as effective from October 1, 2020, January 1 and April 1 will be restored prospectively and will be subsumed in the cumulative revised rate effective from July,” stated the
circular.
The circular also added that “no arrears of Dearness Allowance(DA) for the period from October 1, 2020 till June 30 shall be paid.”
“If DA/DR w.e.f. October 1, 2020 has been released, then it shall be recovered and adjusted from future payments. Hence, percentage of Dearness Allowance (DA)/Dearness Relief (DR) payable for the period from January 1 to March 31 to all officers/employees/pensioners will be paid at the rate of 18.41% as applicable for the quarter, i.e. July 2020 to September 2020 “ stated the circular.
“In respect of those employees retired/retiring during the period from October 2020 to June 2021, Gratuity, Encashment of unavailed Earned Leave and Half Pay leave on retirement will be computed by considering DA at the rate of 18.41% for Class I & II Officers, Class III & IV employees,” the circular added.
