The verification report of the BLO, whose verification is important for enrollment of a person as general or ordinary voters, was not sought. The commanding officer of the Army cannot be the verifying officer for the registration of service voter as a general voter; the verification of such an officer is sought for registration of army personnel as service voters from the place of posting.”

The Goa Forward Party (GFP) has said the mass enrollment of over 600 army personnel in the final round of summary revision of electoral rolls published on January 18, 2017, coinciding with the last date of filling nominations for the general election to the Legislative Assembly of Goa is definitely violating the procedures laid down for registration of voters having service qualification.
Addressing the media, GFP chief spokesperson, Prashant Naik said it can be concluded that the registration of voters and revision of electoral rolls has not been taken up under the authority, control, supervision and superintendence of the Election Commission of India. “It is blatantly evident that that electoral registration officers have worked under extraneous influences rather than the procedures laid down for registration of services voters as ordinary voters,” he said.
Raising a host of questions on the issue, Naik has demanded to know how can more than 600 serving members voluntarily choose to be general or ordinary electors from the place of their presence posting during the final summary revision of rolls undertaken from January 1 to18.
He has further sought to know how the verification report of the BLO, whose verification is important for enrollment of a person as general or ordinary voters, was not sought. “The commanding officer of the Army cannot be the verifying officer for the registration of service voter as a general voter. The verification of such an officer is sought for registration of army personnel as service voters from the place of posting,” Naik said while demanding to know whether any records were produced to the satisfaction of the electoral registration officer that the names do not figure in any other electoral rolls and that the persons have remained at their place of posting for sufficient span of time.
A question was also asked whether there’s an instance of registration and induction of such huge numbers if any part/ward of any other constituency in Goa during the final summary revision.
