The Citizens for Democracy has urged the President, Secretary General, and Council Members of the Indian Roads Congress (IRC) to create a robust mechanism for independent safety audits that hold state PWDs and contractors strictly accountable to the codes they publish.

In a representation submitted by CFD Convenor Elvis Gomes, the NGO said “do not let Goa's infrastructure remain a textbook case of how not to implement IRC specifications”.

Gomes said it is quite an achievement that while the Indian Roads Congress is supposed to create meticulous, world-class codes of practice, their execution on Goan soil exists purely as a work of fiction left on paper.

The CFD requested the IRC to ublicly clarify which IRC codes—if any—were followed in the Unauthorised Design Deviation on NH-66 (Goa Medical College Stretch, Bambolim). The CFD also requested the IRC to look into what it termed as  the "Deadly" Box Drainage Engineering in Cuncolim.
