The Pramod Sawant-led government has reversed its eight-year-old cabinet decision on the regularisation of services of vocational teachers. The government has now announced that no full-time vocational teachers working on a contract basis will be regularised in service in the future.
In an order issued, the Directorate of Education (DoE), citing the Supreme Court verdict, has stated that no full-time vocational teachers on a contract basis will be regularised in the future.
The centrally sponsored scheme of Vocationalisation of Education at the +2 stage was introduced in Goa in 1988-1989. Prior to 1998-99, full-time teachers were appointed on a regular basis. From 1998-99, they were appointed on a contract basis, with the contract renewed at the beginning of each academic year.
The then Laxmikant Parsekar government, during a cabinet meeting on November 11, 2016, resolved to regularise the services of 21 full-time vocational teachers on a contract basis who had completed five years of service as of August 11, 2015, and in the future, full-time vocational teachers on a contract basis would be regularised after five years of service.
“Since 1998, the government has already achieved its required targets in vocational courses, and accordingly, the present council of ministers, in the cabinet meeting held on August 28, 2024, resolved to accord approval to the proposal for the partial reversal of the decision taken by the council of ministers in the cabinet meeting held on November 11, 2016,” the order issued by Education Director Shailesh Zingade reads.
“The decision of the then cabinet ” that in the future, full-time vocational teachers on a contract basis would be regularised after completing five years of service ” will be reversed as, in future, no full-time vocational teachers on a contract basis will be regularised in view of the decision of the Supreme Court in the case of Secretary, State of Karnataka vs Umadevi: 2006 (4) SCC 1,” the order added.
Presently, there are 16 vocational courses running in 48 higher secondary schools.
