The Sarpanch of Aquem-Baixo Panchayat Sharon Quadros has asserted that there is nothing illegal in the appointment of Puja Mane to the post of village panchayat clerk.
Quadros has also urged the Director of Panchayats to drop the show-cause notice issued to her for her disqualification. In her reply to the Director of Panchayats, the Sarpanch said the panchayat had followed the detailed procedure in the appointment of the clerk.
While urging the Panchayat Director to reconsider the matter, Quadros said the selection of Puja Mane to the post of VP clerk has been done by the department selection committee strictly on merits. She added, "Mane has been appointed after obtaining clearance form your office and the office of the block development officer and after adopting a resolution by the panchayat.”
“The typing certificate enclosed by Mane has been deliberately made to disappear from the records after the interview was held. At the time of interview, the DSC had scrutinized the certificate and subsequently the original of which has also been produced by Mane,” she added.
On the show-cause notice issued to her by the Panchayat Director for her disqualification, Quadros said action under section 50(4), 50(5) and 210-A of Goa Panchayat Raj Act as proposed is neither warranted nor would go against her since no specific charge is levied. “The notice is also vague. It doesn't point out how I have misused or abused the powers or exercised the powers not expressly vested in me," she added.
