Panaji bars face stricter rules amid residents’ complaints

CCP plans tighter regulations, inspections and possible licence cancellations over violations

Panaji’s nightlife could face tighter curbs, with the Corporation of the City of Panaji (CCP) set to introduce stricter regulations for bars in residential areas, including provisions to cancel licences for violations.

Mayor Rohit Monserrate said residents had complained about bars staying open until the early hours, loud music and unruly patrons, causing inconvenience and distress. “We are opposed to bars operating till 5 am,” he said, adding that comprehensive guidelines are being drafted and will be circulated shortly. Strict compliance will be enforced.

Monserrate said that while bar owners cannot directly control customers, establishments must ensure their operations do not affect residential neighbourhoods.

Spa inspections

On spas, Monserrate said the CCP’s role is limited to licensing, but joint inspections with police, district administration and other departments will soon begin. The CCP has temporarily stopped issuing licences for new spas. Licences of establishments failing to maintain hygiene standards could also be revoked, he warned.

Traffic drive

A special inspection drive will begin on October 15 to target parking violations, traffic congestion and related civic issues, with support from police and other agencies.

Jetty opposition

The council approved several resolutions and reiterated its opposition to the proposed privatisation of jetties and plans for a new Captain of Ports Department building.

The Corporation is expected to write to the relevant authority opposing the long-term lease of the Captain of Ports terminal building to private operators.

Riverfront encroachment

The civic body has also issued a notice to an establishment accused of encroaching on the Mandovi riverfront footpath and said the encroachment would be removed.

Monserrate also said Panaji has been selected under the Centre’s Swachh Bharat Mission 2.0 “Pragati-50” initiative, aimed at improving sanitation, sewage management and solid waste management in the city.
