In a significant move to safeguard local resources and manage infrastructural growth, the villagers of Penha de Franca have requested the local panchayat to consult with the Public Works Department (PWD) and Electricity Department to determine the availability of essential resources like water and electricity before approving any new construction in the area.
This resolution was adopted during the gram sabha meeting held on Sunday, with villagers voicing concerns about the sustainability and carrying capacity of the village.
Sarpanch Sapnil Chodankar agreed to submit formal requests to the relevant departments based on a proposal moved by local resident Oswald Pinto and seconded by Augie D’Melo.
Chodankar emphasised the need for comprehensive resource assessments, including garbage and sewage disposal management, before issuing construction permits.
The panchayat also committed to promoting rainwater harvesting wherever feasible to enhance water conservation in the village.
Another topic that dominated discussions was the increasing number of hawkers and movable gaddas along public roads and highways, which has raised concerns regarding congestion and unauthorised activities.
The panchayat resolved to conduct a thorough survey of licences issued to hawkers and gaddas to ensure that only authorized vendors operate in designated areas.
The panchayat also plans to relocate these vendors to demarcated spaces, potentially organised as food courts, while enforcing compliance with Health, Food and Drug Administration (FDA), and FSSAI regulations.
The sarpanch expressed commitment to taking strict action against residents found subletting their gaddas to unauthorised outsiders, a measure aimed at maintaining local control over the area’s vending activities.
As part of an effort to improve overall cleanliness and order in the village, the panchayat plans to write to all commercial establishments, including hotels, malls and supermarkets, requesting that they maintain cleanliness in their area under Corporate Social Responsibility (CSR) initiatives.
Additionally, residents, business owners and visitors will be encouraged to avoid haphazard parking to minimise congestion.
In a community outreach effort, the panchayat will work with Gram Mitras, Gram Sevaks, and panchayat members to raise awareness about the benefits of various government schemes and services available to villagers.
Sarpanch Chodankar assured members that the panchayat will cover all open drains with cement slabs.
The Penha de Franca panchayat’s proactive approach highlights a collective resolve to address the village’s pressing concerns, ensuring that infrastructure development aligns with sustainable practices and the welfare of its residents.
