P’yat secretaries told to follow rules of writing proceedings

The Directorate of Panchayats has directed all panchayat secretaries to convene fortnightly meetings and to write the proceedings of these meetings strictly in consonance with the rules laid down.

The circular issued by DoP Sandhya Kamat has informed the panchayat secretaries that they either have to write the proceedings of the fortnightly meeting in the proceeding book on the spot during the meeting itself or record on a paper the gist of the agenda transacted and resolved by panch members in the exact wordings as approved by the panch members.
Secretaries have to state whether the resolution in question was approved unanimously or with majority before obtaining the signature of the members in attendance.
The proceedings of these meetings have been directed to be made available to all members for inspection. In addition, secretaries have been directed to forward the minutes of the meetings to the BDO within ten days from the date of the meeting.
