However, the city scored below the national average in two parameters - Open Defecation Free/Toilets and Capacity Building Efforts. As far as Open Defecation Free/Toilets parameter is concerned, the city scored 60 against the national average of 103, while in Capacity Building Efforts it scored 16 as against national average of 20.
Aiming at fostering healthy competition between cities for improving cleanliness standards, the Ministry of Urban Development (MoUD) initiated Swachh Survekshan 2017, a survey on cleanliness and other aspects of urban sanitation. The performance evaluation of Swachh Survekshan was conducted by Quality Council of India (QCI). Panaji had ranked 16th among the 73 cities last year.
However, in six parameters, Panaji scored above the national average. In Municipal Self Declaration, Panaji scored 596, while in On-Site Observation, it scored 357 and 319 in Citizen’s Feedback.
Nonetheless, in Solid Waste Collection and Transportation, Panaji’s score was 338 and in Solid Waste Processing and Disposal it scored 157. Panaji also scored above national average in the category of Awareness Campaign and Behaviour Change with a total score of 25.
In all, 627 citizens participated in Swachh Survekshan 2017. While 84.38 per cent citizens who participated in the survey found their area cleaner than last year, 16.62 responded in negative. Also, 76.59 per cent citizens pointed out that availability of dust/litter bins has improved in market areas.
While 83.33 per cent participating citizens were satisfied with door to door waste collection, 75 per cent citizens were of the opinion that availability of toilets/urinals has gone up. Nonetheless, 73.18 per cent citizens felt that maintenance of public /community toilets has improved compared to last year.
It may be recalled that last year though Panaji missed the list of the first 15 clean cities categorised as ‘Leaders’ only by 15 points, it led the next list of 22 cities categorised as ‘Aspiring Leaders’ with a total of 1385 points.
