Town and Country Planning Minister Vishwajit Rane on Thursday said that residential schools will be permitted 20 per-cent extra Floor Space Index (FSI) and Yoga and Meditation Centres, like farmhouses, will be permitted to be set up in orchard land with a 5% FSI and a 1,000 sq mtr upper limit.
Rane said these decisions were among several taken at the TCP Board meeting he chaired on Thursday.
Another major decision taken at the Board meeting was to open the Outline Development Plans (ODPs) of the Panaji and Mapusa planning area.
Rane said, directions will be issued to the North Goa Planning and Development Authority (NGPDA), to keep the ODPs open for a maximum of two months.
He also said, that the TCP’s Conservation Committee will also be taken on board by the NGPDA simultaneously when the ODP exercise is being carried out.
“Member Secretary of the PDA will be held responsible to ensure that no illegalities like converting No Development Zones, low-lying areas is done during the ODP preparation exercise,” Rane said.
Meanwhile, Rane said the two MLAs on the Board -- Rajesh Phaldesai and Deviya Rane -- have been nominated and also made heads of various sub-committees to ensure that there is transparency.
“There should not be suspicion that the TCP Board is doing things secretly,” Rane said, adding that Phaldesai will head the sub-committee which draw the parameters including demarcating the receiving areas for the Transfer of Development Rights (TDR) policy.
In another decision, the TCP Board approved the appointment of Vinayak Bharne, a professional town planner, as a consultant on an “honorary basis”.
“Vinayak Bharne is a reputed town planner and the Board has decided to take him for consultancy on an honorary basis to give consultancy services, advise the board and for implementation,” Rane said.
The TCP minister said the Board has also appointed a committee of experts headed by CII Goa chairman Swathi Salgaoncar. Other members of the committee are Kapil Gupta, S Karthikeyan, Rajeev Sukhtankar, Amit Sukhtankar and Brian Soares.
Meanwhile, Rane said the zoning plans for the Kadamba plateau area and the Pernem taluka are in process and will be announced very soon, he added.
