MARGAO
Moments after agitated Advocates called on her with a host of grievances pertaining to mutation cases and alleged corruption at the Mamlatdar offices, South Goa Collector Egna Cleetus on Tuesday evening announced a major decision to dismantle the existing mutation cell functioning under the Mamlatdar of Salcee as part of an administrative reform to streamline the mutation process and to ensure a transparent, efficient and time-bound disposal of mutation cases.
That’s not all. The Collector has announced a host of measures, including decentralisation of processing, rationalisation and reallocation of village, besides special mutation camps
The Collector said these reforms are aimed at addressing the grievances raised by the South Goa Advocate Association, strengthening the functioning of the revenue administration in Salcete taluka and ensuring that mutation cases are handled in a transparent, accountable and citizen-centric manner, with a focus on reducing pendency and providing timely services to the public.
After dismantling of the mutation cell, the Collector said that mutation files will be processed directly by the respective Joint Mamlatdars instead of being routed through the centralised Mutation Cell. This measure is intended to ensure better accountability, optimal utilisation of manpower and expeditious processing of mutation cases.
Rationalisation and reallocation of villages
The existing allocation of villages among the Joint Mamlatdars will be reviewed, as an uneven distribution of villages and case workload has been observed. After consultation with the concerned stakeholders in the Revenue Department, a revised village allocation order will be issued within the next 2–3 days to ensure a more balanced distribution of workload and facilitate faster disposal of cases.
Special Mutation Camp on October 24
A special mutation camp will be conducted on Saturday, 24th October 2026, to take up pending Form 13 mutation cases referred by the Sub-Registrar to the Mamlatdar's office. These cases primarily pertain to one-to-one transactions where mutation was expected to be carried out by the Sub-Registrar but has instead been referred to the Mamlatdar's office. The pending cases will be taken up on priority during the camp for expeditious disposal, subject to verification of records and applicable legal requirements.
Monthly Special Mutation Camps
To ensure sustained efforts towards reducing pendency, special mutation camps will be conducted every month, on either the first or the third Saturday, as scheduled by the competent authority. These camps will provide a dedicated mechanism for taking up pending matters and facilitating their timely disposal.
