The State government is set to re-float the Expression of Interest (EoI) for its proposed Digital Waste Monitoring Platform after modifying the tender based on representations from stakeholders. The move will pave the way for a digital system to track waste generation, transportation and disposal across the State.
FROM SOURCE TO DISPOSAL
The proposed cloud-based platform will allow authorities to track industrial and bulk waste from the point of generation to its final disposal. It will also ensure compliance through mandatory registration, periodic filings and complete records of waste transactions. The platform aims to address the fragmented waste management system, where monitoring currently relies largely on manual inspections, limited manpower and a lack of real-time data.
TENDER REWORKED
A senior official said the Goa State Pollution Control Board had invited an EoI in 2025 to develop the Digital Waste Monitoring Platform. However, the process was put on hold after the Board received representations from various stakeholders seeking greater clarity and changes to some provisions of the EoI. Following the feedback, the tender process was halted and a revised tender document is now being prepared before the EoI is re-floated.
ONE DIGITAL PLATFORM
The official said the proposed system will bring waste generators, recyclers, transporters and regulators onto a single digital platform, with dashboards, transaction records and compliance monitoring.
880 TONNES DAILY
According to the data, the State currently processes around 880 tonnes of municipal solid waste every day. Of this, 52 per cent is wet waste, 45 per cent dry waste and 3 per cent domestic hazardous waste. Per capita waste generation stands at 0.484 kg per day.
TWO MAJOR FACILITIES
Goa currently has two major integrated solid waste management facilities. The 250 TPD Saligao plant, which has been operational since 2016 and was expanded in 2022, has processed 6.48 lakh tonnes of waste. The 100 TPD Cacora Integrated SWMF, operational since May 2023, has processed 78,855 tonnes of waste.
The State has also completed the remediation of 14 legacy dumpsites, reclaiming nearly 2 lakh square metres of land.
