Goa Automobile Dealers Association (GADA) President Prashant Joshi on Tuesday said the State government must implement the new Central Motor Vehicles Rules (CMVR) and stop the RTO physical approval system for registration of new vehicles, to enable ease of business and comfort to customers.
"The process of online registration has been there for over 15 years and has improved over the years. Today, we are in a good position to do online registration at the dealer point, which is open 24x7.”
“The union ministry of road transport has recently made a lot of amendments to the rules for registration and a new CMVR rule has recently been enacted. However, the two major amended rules are yet to be implemented in Goa.”
“There is confusion in Goa because the government has accepted online registration process of uploading master data, but the process of approval by RTO for vehicle still exists," said Joshi.
As soon as a vehicle leaves the factory, Joshi said the entire data of engine and chassis number is uploaded on Vaahan and is available immediately to registration office and dealer point.
“Earlier, RTO inspectors had to come each time we got a new vehicle consignment to physically inspect and check if the engine and chassis number on the vehicle are same as on the invoice.”
“But now with the data uploaded by the manufacturer on Vaahan, these inspections are not required and is a waste of time and energy. Officers can be put to a better use instead of spending time to come to the dealer point for physical inspection," said Joshi.
"Secondly, online registration is done by dealers after obtaining all documents specified by RTO from the customer. The documents are checked by dealers and they do online registration and even give the registration numbers.”
Joshi said the new Motor Vehicle Act makes it mandatory that each new vehicle has to be fitted with an HSRP number plate, which is also the dealer’s responsibility.
“The issue is, once registration is done, the dealer has to submit all physical documents of customers to the respective registration offices within a week or 10 days, which is again time consuming.”
“All documents are uploaded in the system before online registration and RTO must accept those documents, instead of having the dealer to submit physical copies of the same uploaded documents to the registration office.”
“We can then handover original files to the customers and RTOs can always call them if required to check for any discrepancy.," said Joshi.
He said the new rules have been accepted all over the country and the practice is followed by many states, except Goa.
“The transport director had assured to implement this but this has not been done as yet. We request the State government to stop this RTO physical approval based system as CMVR rule clearly says there is no need of physical inspection or approval for registration. This will ensure ease of doing business and comfort to customers,” Joshi added.
